Why this page matters for Mandarin-speaking Canadians

Mandarin is the third-largest first language in Canada, after English and French. The Statistics Canada 2021 Census recorded about 679,000 people reporting Mandarin as a mother tongue — and another 213,000 reporting Cantonese, with substantial overlap. The largest Chinese-Canadian communities are in Markham, Richmond, Vancouver, Toronto, Burnaby, Mississauga and Montreal.

IRCC does not administer the citizenship test in Mandarin or Cantonese. The exam runs only in English or French. The vast majority of Chinese-Canadian candidates sit the test in English. This page is here so the rules and the path are clear in your first language before you switch into the language of the actual exam.

Common confusions Mandarin speakers hit on the test

The first false-friend trap is the word “government”. In Mandarin it is most commonly rendered as 政府 (zhèngfǔ), which on the test maps to the federal Cabinet plus the public service. But “Parliament”, “the Crown”, “responsible government” and “the rule of law” are not synonyms for 政府 — they are separate concepts. Several test questions probe whether candidates can distinguish “Parliament” (House of Commons + Senate + Sovereign) from “government” (the executive branch).

A second confusion is on the role of the Sovereign and the Governor General. Canada is a constitutional monarchy whose head of state is the Sovereign (currently King Charles III), represented federally by the Governor General. Many learners arriving from mainland China have no daily exposure to a constitutional monarchy and instinctively answer “Prime Minister” for head-of-state questions. The Prime Minister is the head of government, not the head of state.

Third, Indigenous content (chapter 3 of Discover Canada) is heavily tested but rarely covered in Chinese-language education. The 2008 federal apology for residential schools, the modern treaties and the distinction between First Nations, Métis and Inuit appear regularly. Plan a dedicated study session on chapter 3.

IRCC resources available in Chinese

IRCC publishes selected citizenship-related guidance in Simplified Chinese (简体中文) and Traditional Chinese (繁體中文) on the canada.ca multilingual hub, including the Welcome to Canada guide and several short rights-and-responsibilities videos. Search canada.ca for “IRCC Chinese”. The Discover Canada study guide and the IRCC test portal are English or French only.

Several large Chinese-Canadian community organisations also run free citizenship study circles, including SUCCESS in Vancouver, the Centre for Information and Community Services of Ontario (CICS) in Toronto and the Chinese Family Services of Ontario. They are excellent for asking conceptual questions in Mandarin before switching into English-only practice.

A study plan tailored to Chinese-Canadian learners

Three weeks works well for most Chinese-Canadian candidates. Week 1: read the Discover Canada PDF twice in English, with a Chinese-English dictionary alongside for unfamiliar civic vocabulary (Crown, riding, writ, plurality, prorogation, royal assent). Week 2: chapter-by-chapter practice (20–30 questions per session) in CitizenPass in English, using the AI explanation feature on every wrong answer. Week 3: full 20-question timed simulations every evening, aiming for 17/20 or better on five consecutive runs. Sleep at least seven hours the night before the test.

Up to three attempts. Two written, then an oral hearing with a citizenship judge. If you fail the hearing too, IRCC may refuse the application; you can re-apply but lose the $630 CAD fee.

Does the test ask about Chinese-Canadian history?

Yes — Discover Canada explicitly covers the Chinese Head Tax (1885), the Chinese Immigration Act (1923–1947) and the contributions of Chinese-Canadians to building the Canadian Pacific Railway and to both World Wars. Read those passages closely.

Can my parents (over 55) skip the test?

Yes. Adults 55 and older are exempt from the written test (but still pay the full $630 CAD adult fees and must attend the oath ceremony). The test is mandatory only for applicants aged 18 to 54.
